Hareing is where
you run away from your attackers, drawing them into
line astern of you. This has the advantage of minimising the effect of
transversal (TV) or orbital velocity (OV); making the target much
easier to hit using gunnery. I would not recommend this tactic for
missile boats.
When a target is
orbitting you, your guns will find it harder to
track
and hit it. So running away, keeping the enemy at optimal range of your
guns is therefore highly effective; because it also 'flattens' their
flightpath - negating any TV or OV they may have had on you.

The trick is to know the optimal range of your guns/ammo mix, and to have enough speed to beat the rats. You will need the best afterburners you can fit and also an overdrive if your tank will allow. You set your 'Keep at Distance' to the optimal range of your guns and lock it on the closest rat - and remember to reset it when your target pops, or you will simply stop.
You will need to
fit for maximum range, so use railguns, artillery
or
beam lasers and use ammo without range penalties; try to stay just out
of
their range and just within your optimal range. It can be fun popping
rats when they just cannot hit you.
The only downsides
I can see to this tactic are that this tactic is
less effective against missile ships (missiles counter TV and OV
to a much greater extent), and also your wrecks will be strewn out
across the deadspace pocket; making it harder to collect your loot and
salvage.
